He is trying to explain his way out -- as to why he Arrested Ivory, versus arresting his attackers. Either way, he still failed to "Protect and Serve" Ivory, because as Angela has stated, he failed to protect Ivory from his attackers. He refused to arrest them. They could have been held pending the outcome of the investigation. Instead, they've walked around freely for over 16 months.
